Red-High-Fatal
Complete social and governmental breakdown. Martial Law has been declared. Federal troops have been deployed with lethal force directives on all citizens whom object to current policies or directives of the Federal Government. Federal, State and Local Law Enforcement have become ineffective.  Refugee camps established within states deemed still in control. Some states move to succeed from the union and federal troops are deployed to prevent states actions.  Roving bands commit massive looting and inflict fatalities in urban population centers moving into suburban and rural areas.  Food, medical, water and other needed services have been fully interrupted or nonexistent.
Probability of Survival Index: 0 to 25%

Yellow-Moderate-High
The Federal Government has passed and instituted legislation that precludes and causes severe restrictions on personal liberty and free market activities. Legislation includes restriction or criminalizing of free speech, firearms ownership and cause extreme duress of a free population or society.  Civil unrest may have begun.  The state’s Law Enforcement is under extreme stress and or direction by federal authorities to deal with mass homelessness, crime and potential looting.   Possible deployment of National Guard in attempts to confront and maintain order in border, urban and suburban areas.  States threaten or commence succession/nullification/legal action activities against Federal Control. Federal Troops may be deployed and directed to protect high security and high importance locations. Potential extreme difficulty in accessing needed sources of food, water and medical services.

Orange-Medium to Moderate
The Federal Government is considering or has introduced legislation that precludes and will cause severe restrictions on personal liberty and free market activities. Legislation includes restriction or criminalizing of free speech, firearms ownership and can produce extreme duress of a free population or society.  Civil disobedience and protests is wide spread in all areas.  States threaten or commence 10th Amendment Assertion legislation activities against Federal Control. Federal Troops deployed in strategic area’s for quick deployment in case of civil unrest. Duties will be to protect high security, urban and high importance locations. Extreme concern due to financial hardship in accessing needed sources of food, water and medical services.

Blue-Low to moderate
The Federal Government is considering legislation that precludes and would cause severe restrictions on personal liberty and free market activities. Legislation could include restriction or criminalizing of free speech, firearms ownership and can outright produce extreme duress of a free population or society.  Protests have begun in some to  all areas.  States threaten 10th Amendment Assertion legislation activities against Federal Control. DOD planning in final phases to deploy federal troops in strategic area’s for quick deployment in case of civil unrest. Duties will be to protect high security, urban and high importance locations. Some concern due to financial hardship in accessing needed sources of food, water and medical services.

Green-Normal
The Federal Government is operating within guidelines set forth by the Constitution and Bill of Rights.  The Free Market is robust with low unemployment and plentiful services and products.
